County Durham Minerals and Waste Policies and Allocations Document
The County Durham Minerals and Waste Policies and Allocations Document forms part of the statutory development plan for County Durham.
Along with the County Durham Plan and any 'made' (adopted) Neighbourhood Plans, it will provide the statutory decision making framework for the determination of all planning applications for minerals and waste development in County Durham. It replaces all remaining saved policies of the County Durham Minerals Local Plan (CDMLP) which was adopted in December 2000 and the County Durham Waste Local Plan (CDWLP) which was adopted in April 2005.
Adoption
The County Durham Minerals and Waste Policies and Allocations Document was adopted on the 17 July 2024.

Submission and examination
The County Durham Minerals and Waste Policies and Allocations Document went through three stages of consultation during 2021 and 2022 It was then submitted to the Secretary of State for the Department for Levelling Up, Housing and Communities on 3 July 2023 and examination hearings were conducted in September 2023. A final stage of consultation on Main Modifications was undertaken between January and March 2024. The Inspector's report which was issued in May 2024, and it concluded that the County Durham Minerals and Waste Policies and Allocations Document is sound and legally compliant subject to the Inspector's Main Modifications. Following adoption, no challenges were made to the County Durham Minerals and Waste Policies and Allocations Document adoption under Section 113 (3) of the Planning and Compulsory Purchase Act 2004 within six weeks of the adoption.
The County Durham Minerals and Waste Policies and Allocations Document was submitted to the Secretary of State for the Department for Levelling Up, Housing and Communities on 3 July 2023 and examination hearings were conducted in September 2023. A final stage of consultation on Main Modifications was undertaken between 26 January and 8 March 2024. The Inspector's report which was issued on 24 May 2024, concluded that the County Durham Minerals and Waste Policies and Allocations Document is sound and legally compliant subject to the Inspector's Main Modifications.
