Pay multiple and Pay Policy Statement


Under the Localism Act 2011, all councils are required to prepare a pay policy statement.

Pay Policy Statement

The statement is a requirement under the government's Localism Act, which requires the council to detail how it pays staff, from chief officers to those on the lowest grades and the relationship between the pay of chief officers and other staff.

Pay multiple 2022/23

The pay multiple is the ratio between the highest paid salary and the median salary of the whole of our workforce and is shown below: 

  • The median earnings figure for Durham County Council employees on 31 March 2023 for the financial year 2022/23: £26,113
  • The highest paid Durham County Council employee at that date was paid £206,693
  • The pay multiple for Durham County Council is £206,693 / £26,113 = 7.92

The LGA Guidelines recommend using a full-time equivalent salary and we have therefore used this approach.

Local Government Pension Scheme Regulations - Employer Discretions

Under the Regulations that govern the Local Government Pension Scheme from April 2014, scheme employers (the Council) are required to prepare and publish a written policy in relation to specific discretions.
