Pay multiple and Pay Policy Statement


Under the Localism Act 2011, all councils are required to prepare a pay policy statement.

Pay Policy Statement

The statement is a requirement under the government's Localism Act, which requires us to detail how we pay our staff, from chief officers to those on the lowest grades, and the relationship between the pay of chief officers and other staff.

Pay multiple 2023/24

The pay multiple is the ratio between the highest paid salary and the median salary of the whole of our workforce and is shown below: 

  • The median earnings figure for Durham County Council staff on 31 March 2024 for the financial year 2023/24: £28,770
  • The highest paid Durham County Council member of staff at that date was paid £213,927
  • The pay multiple for Durham County Council is £213,927 / £28,770 = 7.44

The Local Government Association (LGA) Guidelines recommend using a full-time equivalent salary and we have therefore used this approach.

Local Government Pension Scheme Regulations - Employer Discretions

Under the Regulations that govern the Local Government Pension Scheme from April 2014, scheme employers (the Council) are required to prepare and publish a written policy in relation to specific discretions.
