Trade Union Facility Time
This page provides details of the number and FTE (Full time equivalent) of staff who devote at least 50 per cent of their time to union duties, as at 31 March 2022. There is also a basic estimate of spending on unions as a percentage of the pay bill for the 2021/22 financial year (excluding schools).
Legal right
Union representatives have a legal right to reasonable paid time off from work to carry out trade union duties and to undertake trade union training under the Employment Protection Act 1975.

Trade Union (Facility Time Publications Requirements) Regulations 2017
The Trade Union (Facility Time Publication Requirements) Regulations 2017 came into force on 1 April 2017 and requires employers to identify the total amount of time both unpaid and paid spent by Trade Union representatives on facility time. As part of these new regulations, facility time will include duties covered for the trade union or as a trade union learning representative.
