Horden Together


Horden Together is a place-based partnership project aiming to improve public safety by offering support with a broad range of issues, including emotional health, crime, anti-social behaviour, housing, drugs and alcohol and environmental issues.

Who is involved?

As well as our licensing teams, Neighbourhood Wardens, Environmental Health, Neighbourhood Protection, Housing Solutions, Leisure, Public Health, Children and Young People's Services, Adult and Health Services and Area Action Partnership. The initiative also includes staff from Durham Constabulary, East Durham Trust, County Durham and Darlington Fire and Rescue Service, Humankind, National Probation Service, Tees, Esk and Wear Valley NHS Foundation Trust, County and Parish Councillors and other local partners. The team will be based in the Miner's Welfare Hall in Horden.

Why is Horden Together happening?

The introduction of the project follows work undertaken in Horden by our Community Action Scheme in 2020 where they supported with issues reported by residents including flytipping and open-to-access properties.

We will build on the work of the Community Action Team to deliver a range of interventions to complement ongoing regeneration work in the village and longer-term aspirations of the Horden Masterplan.

Using the Making Every Adult Matter framework, we aim to bring together all of the agencies and projects which exist for Horden residents and make sure that it is coordinated so that people can access the right support for them at the right time, whatever the issue. This includes health and emotional support alongside issues that arise from crime, anti-social behaviour and housing.

We will also challenge agencies where services are being delivered that don't meet the needs of the individual or community.

How long is the project?

The project will last for three years from September 2021.

What have we done so far?

  • Dozens of empty properties have been boarded up in the area as part of the Safer Streets Initiative with the aim of reducing incidents of burglary and vandalism.
  • Discussions with service providers to bring more employment opportunities for young people.
  • Highlighted areas of the community where immediate work will take place to improve and support with environmental issues.

What can we support with?

We will work with the local community to identify current and emerging issues: We can then identify community-based and local authority partners to develop actions and programmes of work which will support with:

  • Emotional health
  • Anti-social behaviour, crime and environmental issues
  • Housing
  • Alcohol and drugs
  • Finances

Many services already exist in the village that may be able to support residents with such issues, and we can help to provide introductions and referrals where help is needed to ensure you get the best local support.
